I think I figured out Zaheer’s plan with Korra. We understand his philosophy that “true freedom can only be achieved when oppressive governments are torn down,” so that explains why he’s attacking nation leaders. But how does Korra fit in? He’s clearly after her. And even Mako pointed out that they could have killed her if they wanted.
After re-watching The Stakeout, Zaheer clearly didn’t agree with Wan’s decision to separate the spirit and physical world, but he also noted how foolish it was to break-up the fight between Raava and Vaatu. Zaheer has also indicated that he wants an end to the Avatar, but I think he means beyond Korra. I think he wants to separate Raava and Korra, like Unalaq did (keep in mind, Unalaq was Red Lotus, he just went a little power-hungry), which would end the Avatar cycle forever. In Zaheer’s eyes, this would bring balance back to the world, because he believes that “the natural order is disorder.”

So I’ve been catching up in Korra episodes lately (just finished season 2) and I keep growing more and more attached to Asami Sato. She’s a beautiful badass who owns a huge company, can beat the shit out of baddies despite not being able to bend any element, drive cars, boats, and pilot planes. :D
